In the Solid Edge modeling environment viz. Part, Assembly or SheetMetal , you can hover mouse cursor in the empty space near the base reference planes to select them even when they are not visible.

Start a command which requires a plane like Sketch or new plane creation and hover the mouse cursor between the axes which form the plane that you want to pick:

The red spot in the images shows where you should hover the mouse to pick the invisible plane.
